Import Compliance at a Glance

Some goods can only be imported with a DGFT licence, and others need an online registration before they arrive. Missing either can hold up clearance. We check your product’s import policy and complete the licences and registrations in advance.

Who needs this

  • Importers of restricted items under the ITC(HS) import policy
  • Exporters of dual-use goods, chemicals or technology covered by SCOMET
  • Importers of steel, non-ferrous metals, coal or paper (SIMS, NFMIMS, CIMS, PIMS)
  • New importers who want a policy check before placing an order

Import Licences for Restricted Items

Under India's import policy, commodities are categorized as Free, Restricted, or Prohibited. Items marked as "Restricted" require a formal import licence issued by the DGFT Headquarters or Regional Authorities following inter-ministerial scrutiny.

  • Classification Determination: Rigorous 8-digit ITC(HS) technical review to verify policy conditions, notifications, and non-tariff barriers.
  • Inter-Ministerial Approvals: Preparing documentation for the Exim Facilitation Committee (EFC) and line ministries (MeitY, MoEFCC, Chemicals & Petrochemicals).
  • Refurbished / Second-Hand Capital Goods: Specific licences required for importing used machinery not covered under the free list.
  • Actual User Condition Licences: Ensuring compliant post-import utilization in accordance with end-use undertakings.

Dual-Use & Strategic Exports

SCOMET Authorisations (Special Chemicals & Technologies)

SCOMET covers dual-use items, software, and technology having both civil and military/weaponry applications. Because India is a signatory to international non-proliferation regimes (MTCR, Wassenaar Arrangement, Australia Group), SCOMET transactions are governed by stringent end-user monitoring.

  • Classification Screening: Identifying whether your commercial item, software algorithm, or chemical formulation falls within SCOMET categories.
  • End-User Verification (EUC): Assisting with the drafting and verification of mandatory End-Use Certificates (Appendix 2S).
  • Inter-Ministerial Working Group (IMWG): Technical representation through the DGFT SCOMET cell and coordination with MEA, DRDO, and DAE.
  • Global Authorisation for Intra-Company Transfers (GAICT): Securing repeat-export licenses for MNC subsidiaries and technology delivery centers.

Web-Based Import Monitoring Systems

Advance data registration frameworks mandated by line ministries. The unique registration number must be quoted in the ICEGATE Bill of Entry prior to customs examination.

Administered by the Ministry of Steel and DGFT. Importers of prime and non-prime steel, stainless steel, and railway equipment must submit advance consignment information online to generate an automatic UIN. Registration is valid for 75 days and can be submitted starting 60 days before expected vessel arrival. Includes Saral SIMS provisions for export-linked units.
Regulated by the Ministry of Coal and DGFT. Mandatory for all categories of imported coal (anthracite, bituminous, coking, steam coal) and briquettes. Registration provides statistical transparency for national energy planning and tracking transaction values before customs duty assessment.
Administered by the Ministry of Mines. Compulsory for 46 tariff lines of Copper (Chapter 74) and 43 tariff lines of Aluminium (Chapter 76). The unique registration number is auto-generated upon nominal fee payment and must be incorporated into the import documentation before cargo clearance.
Operated by DPIIT and DGFT. Covers 201 tariff items including newsprint, handmade paper, paperboard, tissue, kraft paper, and coated products. Designed to combat tariff circumvention and dumping into the domestic market. Advance registration is required prior to shipping arrival.
